A combined quantitative and qualitative, mixed methods, descriptive analytic case study was used to determine per pupil expenditure levels at prototype schools. Triangulated data analysis of 973 school district expenditure patterns, four focus groups providing professional judgment, and best-practices research indicate that operations and maintenance adequacy in terms of fiscal, physical, and human resources is attainable using evidence-based school finance adequacy model criteria.
